OK, let's not make this more complicated than it is. What works best for learning is no phones, end of discussion.
What works best *socially* may be another matter, considering the functions phones can support, from apps that help neurodivergent people manage their time to emergency contact & interpersonal support etc. - but that's neither a tech nor a teaching issue.
Exploitation thrives in the grey areas. Let's not help them by making those areas bigger than absolutely necessary.
