So society created a legal system. It's slow and imperfect, but it's the next best thing to justice that humans have invented.
If the leader of the US legal system sincerely says there's a problem too severe for the legal system to resolve, then I guess we can either use mob violence or simply ignore the problem. So you can think about the situation and decide for yourself.

Theodore Roosevelt wanted to end it during his term, but his secret service agents got shot at and reported back that the whole system would collapse... So it wasn't really dealt with until WWII.
Even then, slavery remains technically legal and an important part of the US economy.
It's the whole system, and the collapse of something like that is the best possible outcome.
