️ have a very good idea; it's 3.5% of the population - and it doesn't have to be actively protesting, as in being in the streets holding signs; it's "just" participation at whatever level you can

@ReggieHere I'm by no means an expert, or even very knowledgeable about this, but I would say no - the only way this could work is if communities in all the other states do nothing while the regime is working on one of them, simply standing by & waiting for their turn in the grinder, and it seems wildly improbable to me that they would do that.
It's a bit like the "bad guys attacking one at a time" trope from movies, except in reverse - it doesn't work that way in real life.
