to put it simply: the US held the refineries while Venezuela had the oil, but Nicolas Maduro stopped that cooperation, mainly because the US was an extremely demanding partner, Maduro decided to sell to Asia instead

International observers have asserted repeatedly that Brazil’s electoral system is sound.@Nonilex An electoral system based on voting machines cannot be "sound", as it is not transparent.
I am fairly sure that the "international observers" did not see the code, and therefore could not verify whether or not the computers were functioning correctly.
