to put it simply: the US held the refineries while Venezuela had the oil, but Nicolas Maduro stopped that cooperation, mainly because the US was an extremely demanding partner, Maduro decided to sell to Asia instead

I am fairly sure that the "international observers" did not see the code, and therefore could not verify whether or not the computers were functioning correctly.

Or, even better, they almost certainly don't check the compiler or the libraries used.
