I hope you get other recommendations, but from a statistical sample of one:
I used Ramnode for a few years without issue, but I only had one cheap VM. They were bought by Inmotion.
To my knowledge, neither is especially evil. But I haven't done extensive research.
I'll be moving my lone DigitalOcean VM to Ramnode within a week or two.

@david@davidpeach.me what do you need to run on it and where are your users? i have a supercheap vps on openbsd.amsterdam. its fine for mailserver, single user fediserver, webserver. previously i used ransomit which was always reliable, servers in asia and australia.

@david I've been using Vultr for almost a decade, and am mostly happy with them. I haven't audited them for fascism-adjacency, however. It would be a major pain to migrate because of the mail server IP reputation I built on it.
