My initial thought is that following the system settings would be better so people can configure their preferred tabbing method system-wide.But I can also see the reasons against it, like it being unexpected for a lot of users (like me!) and that the web is a very different context than the rest of the system. The web is much more likely to contain links than any other part of the system.
