TIL: Safari treats tabbing differently than Firefox and Chrome...
Clicking tab in Safari goes to the next "control" which importantly does NOT include links. To move focus unto links, you need to press Option+Tab which moves between controls and links.
Took me a while to figure out why Safari was just skipping over my menu

One of the first things I do on a new macOS account is go to Safari > Settings > Advanced and check "Press Tab to highlight each item on a webpage."BTW, Vivaldi has the same default, not just on macOS.

@cwilcox808 It's crazy how I've never noticed this behaviour before. Guess I must have always tested tabbing on Firefox/Chrome and just assumed it'd work on Safari as well. Never used Vivaldi.
Didn't today, because I was also making use of [inert], so wanted to make sure it also behaved as expected on Safari.

Before version 127, Firefox honored macOS's default and wouldn't put links in the tab order unless the *macOS* keyboard navigation setting was on. I'm glad they stopped that. -

My initial thought is that following the system settings would be better so people can configure their preferred tabbing method system-wide.
But I can also see the reasons against it, like it being unexpected for a lot of users (like me!) and that the web is a very different context than the rest of the system. The web is much more likely to contain links than any other part of the system.
