Basically, if you come across a comment on an old PeerTube video, how do you reply without creating an account on that instance?
I've been looking for extensions and PeerTube plugins without finding anything.

I do this all the time! If the link doesn't turn up, then ensure that you use the link from the share button and that you don't accidentally use the playlist link.
Alternatively most servers should offer you a "remote comment" option where you can put in your username and it does the described thing for you.

The date link gives you a thread ID that works in masto search. -

Yup, was just going to suggest this. Generally clicking a timestamp on Fediverse posts usually gets you a URL that will work in the Mastodon search box to force federation to happen.
It's possible the video URL is enough too.
Also, Mastodon's nightly is currently testing backfilling for threads and I assume this will backfill comments on PeerTube videos too? (I'm not 100% sure on that part though.)
