I would find this feature useful sometimes. On the other hand it might be confusing new users too.

Yes, and there are customised versions of Mastodon called Hometown Mastodon and Glitch Mastodon which include the option for "local" posts (posts that only people on your server see).

Main Mastodon has resisted this I think partly because of concerns that it might encourage centralisation and endanger the network.
