But yes, this is going to get down to each cops' and soldiers' personal loyalties, values, and convictions. Citizens have not had the cash to keep up with that militia.

for instance, just one law that allows the president to call up state guards, with or without the consent of a governor, 10 U.S.C. § 12406
also, nothing bars the president from commanding state guards after a governor has called them up
