I combined impeachment and 25th amendment because although they are quite different, in both cases someone else in government decides.
Similarly with election or revolution; someone else *outside* of government decides

@evan I wouldn't say the government decides since it is a very specific part that makes the decision and the non-political employees of the executive branch are also part of then government but have no say.
I would say both are political processes.

@virtuous_sloth I think in the US "government" is different than in parliamentary systems. Even elected opposition party members are part of the government.
