Atm the rising sea temperatures in the western Mediterranean are a new factor. In case that is a factor, given your constraints, San Sebastian could be a better option than Girona.

@Gina While it’s not the EU but almost, Switzerland, near lake Geneva may be a good option. You can hop on the train and fly from GVA very easily. Not too hot and sunnier than NL.
