@GF493D sort of... I see posts and replies from users at other instances at https://theforkiverse.com/tags/hashtags
But the #forkiverse only gets them from other instances if they have a reason to get them - like someone here follows the person on the other instance.
It's something like that.
I do know for sure that an instance can block other instances and you definitely won't see the stuff from blocked instances while here.

The idea of the Fediverse is servers are so cheap to run that anyone can afford to have their own fully independent server (the starting price is approx 5 to 10 euros/dollars a month including hosting company doing all the tech stuff for you).
