@evan I said legislative, since I find rules and norms to be the best way of having a standard of accountability. And accountability being a good antidote to abuse of power. But having reconsidered I want to change my mind. I think the executive function should have most authority. You use laws and rules as guidance and then try to be reasonable when executing.
