"[specific group] shouldn't be able to..." always - ALWAYS! - means "Nobody should be able to unless We️ allow it".

I'm not saying that nothing should be gatekept, ever - e.g. access to weapons & explosives - but A. the reason should be both REALLY good & extremely well-defined & B. so should the accountability system for the gatekeepers.
