It’s not a “blow to #trump ” that he can’t unilaterally end a mandate of an amendment to the constitution. It’s absolute fucking obvious he can’t. The window of expectation, has shifted so far to “we make the rules now” that “actually, water is wet” is seen as a win to rationally minded people.
