@josh Maybe to those in power, the lives of other people in power are worth a for more than others, or they won't kill this single man for moral reasons even if it means the deaths of hundreds of thousands. Or they fear the consequences of doing so, but it seems to me that it'll be challenging to get a worse outcome from that than inaction.
