Short answer: guppe is no longer operating.
You can find some new groups over on FediGroups, I've tried to list the public groups at https://fedi.directory/tag/fediverse-groups
Long answer: The gup.pe domain was bought by a domain squatter before it expired, which totally broke the Guppe discussion system. The domain registrar had a very weird clause that allowed this to happen.
