If it is active, it should work by clicking a post's boost
button, which offers the option to quote if the account has opted into quoting.
Don't worry if it's not yet active for you, this is just on experimental Mastodon as the feature is still being tested.
Quoting will be released in the next server software version (v4.5.0).

@FediTips Weird. mastodon.social is usually the first to test those things, and yet I got nothing.
Not even settings to set my defaults on that.

The settings for quoting default is under Preferences > Other if you're on the normal release version of Mastodon.
If you're on the experimental version it's in Preferences > Posting Defaults
But yeah, I tried a test account on mastodon.social and it didn't have quoting yet either. I wonder if they've restricted which accounts can quote while they're testing?

It's on posting defaults. I read "who can quote" as "who can boost".
I need rest.
Being unable to quote is factual, though.

Yeah, the quoting seems to be restricted to just certain accounts at the moment.

p.s. Even if your server is running the experimental version of Mastodon, it doesn't seem to be letting all accounts use quoting.
I tried with a test account on mastodon.social and there is no way to quote anything, even when trying to quote accounts that have opted into being quoted.
So, in short, please don't have FOMO because it is not really released yet.

@FediTips only posts created after a server enables quote posts will be quotable, so users do not suddenly discover old posts are quoted when they would prefer them not to be. More and more posts will become quotable as servers update to a version supporting the feature.

@FediTips @NatureMC I don't understand the reasoning behind having posts that are public but designated as not quotable. According to various articles about the feature, the intention is to prevent dunking, but can't determined dunkers just screenshot and/or link to public posts instead of quoting them? I can't be the first person to have thought of this, but I'm not seeing much discussion about it. Any thoughts/insight would be appreciated.

It lets people show the world if they are okay being quoted or not.
If someone allows quoting, then people can quote them in good conscience as they have full consent.
If someone doesn't allow quoting and someone else "quotes" them with a screenshot or link instead, it will be obvious that the quoter is going against the will of the original post's author.
Friction can be valuable, for example locks can be picked but someone who cracks a locked door is doing bad stuff.

Thank you for the extra info, that's really useful to know, it will make things clearer when quoting launches
It sounds similar to how posts work with the full text search opt-in?
