Mastodon has suddenly started showing me a "who to follow" post. Some of the posts are labelled "personalized suggestion". Is this a recently added feature? I see that I can click "Don't show again", but I'd like to know where this is coming from before I disable it.

I have a single-user server and the only suggestions it makes for me are people I've recently replied to or messaged.

@FediTips The suggestions seem to be based on who I currently follow. I wasn't sure whether this was a new Mastodon feature or something specific to vivaldi.social. Screenshot attached.

I think it's a mixture then, as I don't follow any external accounts but I still get suggestions. (Long story about why I don't follow from my own server, but basically need to keep my Mastodon server's running costs down as low as possible as my advice accounts have unusually large numbers of followers).

@FediTips I'm just puzzled because this seems like an implementation of Starter Packs but I didn't think the feature had been rolled out yet.

It's not, it's just some random recommended accounts similar to what e.g. Twitter used to do. Starter Packs are manually curated lists of accounts to follow, AFAIK there is no such feature in Mastodon's software.
There are similar initiatives, most of them predating starter packs, but those are separate from Mastodon's own software.
For example I've been running a site at https://fedi.directory for discovering accounts to follow since 2020, long before starter packs existed.

It's part of the Mastodon software so you will see it on every server running Mastodon. Each server decides what to recommend separately, however.

According to devs, recs are based on these:
-most_followed which ranks accounts based on the number of follows from active (past 30 days) local users
-most_interactions which ranks accounts based on the interactions they got on their recent (past 30 days) posts
-similar_to_recently_followed, which lists accounts with a profile text similar to people you have recently followed
-friends_of_friends, which lists accounts followed by people you follow
