yeah like nobody forced them to write that story, but they did it and then didn't even bother to take advantage of it
in real life problems are a bad thing but for storytelling problems are what gives life to a story

yeah, they establish that warp travel has cumulative deleterious effects on space and can cause space disasters and at the end of the episode they're all like "wow nothing will ever be the same, we're instituting a warp speed limit of warp 5"
and then only mention it a couple times after that episode and even then only to explain "well this is an emergency so obviously we're ignoring the speed limit"

I doubt it was an attempt to raise the stakes. The strength of the format was that the episodes were all one-offs. They knew that.
It wouldn't really raise the stakes anyway. It would just make some numbers smaller.

They were very close to the end of the series, so it would have DS9's responsibility to carry that particular torch.
I wonder if the writing teams talked about it before they made the episode.
