evil admiral wants to abolish the speed limit and causes space disasters
Romulans have a space disaster in their territory becuase they ignore the speed limit and the federation moves in to help
so many possibilities
@SeanAloysiusOBrien stories about everyone trying to come up with a warp alternative and maybe using unscruplous methods or maybe someone does come up with something and its even more dangerous

I doubt it was an attempt to raise the stakes. The strength of the format was that the episodes were all one-offs. They knew that.
It wouldn't really raise the stakes anyway. It would just make some numbers smaller.

They were very close to the end of the series, so it would have DS9's responsibility to carry that particular torch.
I wonder if the writing teams talked about it before they made the episode.

yeah, they establish that warp travel has cumulative deleterious effects on space and can cause space disasters and at the end of the episode they're all like "wow nothing will ever be the same, we're instituting a warp speed limit of warp 5"
and then only mention it a couple times after that episode and even then only to explain "well this is an emergency so obviously we're ignoring the speed limit"

I thought the Burn was the big disaster that resulted from ignoring it and then it turned out to be caused by some space baby. -
