She had her birth certificate but because she changed her last name when she married in 1964, they could not issue her an ID card without her marriage certificate.
We did not know where she stashed her marriage certificate since she moved into a senior's home 3 years ago.
These new rules are going to confuse a lot of people. She needs photo ID to access her online healthcare info. If you are contacting another province for birth or marriage certificates, that will take time.
*Voting in the upcoming referendum does not require a govt-issued ID. There are other options. Phew!

UPDATE: It appears Danielle Smith has not yet implemented her own version of the SAVE Act in Alberta.
Even Trump hasn't been able to get that legislation passed in the US.
Elections Alberta's website confirms that government ID is NOT required to vote. You need two pieces of ID, only one has to have your current address and a photo ID is not required.
So the Alberta law on government-issued ID disproportionately impacts women's rights by failing to recognize that women have been changing their names when they get married and will now need proof of marriage before they can get an ID or renew their drivers' licence, but voting rights remain intact. You need a photo ID to access your online healthcare info also.
And they don't mention anything about THAT in the fluffy advertising campaign they've launched about the new rules.

@JEmphatically The same thing happened to me in the US when I tried to get my Real ID. They wanted my marriage certificate. It made no sense to me when a real ID is nothing but a drivers license which I have been carrying in the state for 30 years and in another state for 23 years. I can order the marriage license from the courthouse for a fee. I have Military ID so I decided it wasn’t worth the fee to fly domestically. Good luck. Maybe there’s another government agency that can help?

@JEmphatically Identification systems as a whole are messy because a few people abusing it have given those in power the excuse to implement versions that punish very specific people, women being the main people punished. That's why the tradition was to take the man's name instead of the reverse, to trap women.

@JEmphatically About 20 odd years ago all my ID docs, book etc were stolen. I never liked this been a number so CHOOSE to live with out it. A sim card was my biggest problem, only later would the Nigerias arrive and bring them and phones in, under the table. Bank account, opened one, with no hard copy of ID. Don't ask how, ha ha. Then 3 years ago needed one, to go see the Penguins on the famous Boulders beach. South Africans get a better price, I cannot afford the $ price for tourists.

While my country the Netherlands is not perfect they actually can never get in this situation. Your id, drivers license, etc are all linked to a unique government number that gets assigned at birth.
Even if you change your legal name (marriage does not change it), that number will stay the same.And every adult will get a (person bound) voting card sent home for elections.

@bevan When you live in a place that keeps tracks of these kinda records, it is hard to image it being done any other way. When my love moved from the US to be with me in Norway, it became a bit of a lesson in "a different way of doing stuff".
Her surname-change when she married me, is recorded... In Norway.... There is apparently no recording of this in the US. We asked the embassy. They told us "just include the Norwegian name change papers when applying for a new passport..."
The idea that "the evil state should keep records of you!" is such a terrifying one, they appear to rather want to deal with all the more terrifying consequences of not having it.
Our marriage license, her name change, all such is recorded here, and will be of vital importance should she ever need to prove anything to the US authorities for a new ID.
Every 4 years, she gets a "voters card" in mail. No registration. Despite not being a citizen, she can vote in local elections.
Without any extra registration.
