It's like a banning high-fructose corn syroup while allowing lead flakes. Not really a consistent standard.

The fundamental baseline is not allowing slop. If they can't do that, they get no points.

And then there's the possibility that slop images to avoid being caught, since these can be more obvious to the average users than slop code.

The fact they ban slop images is more weird than it is helpful.

They just require people disclose it on a honour system.
I don't think they're particularly opposed, either.
Just the classic "don't make *us* liable" stuff Steam seems to do for every issue.

Not only can you regulate it, literally doing nothing would help.
