Try going to the same address on a different ISP, for example try using your phone's internet connection instead of your wifi?

The servers are connected, so you can see and follow people from other servers. For example you and I are on different servers, but we are talking now.
Because the servers are connected, you don't need accounts on every server.
It's like email, you can email anyone even if they're using a different provider because the different providers are connected.
Something i find is that you need multiple accounts for posting, like you cant for example have a mastodon account and make a peertube compatible post, or i dont think peertube accounts can really interact with regular mastodon posts

If you reply to a PeerTube video post in Mastodon, your reply will appear as a comment below the video on PeerTube and PeerTube accounts can reply to your reply.
You sometimes see conversations between a viewer on Mastodon and the video creator on PeerTube. For example here are some Masto accounts talking with a PT account: https://fedi.video/w/fbJ4cMvGB68srJ1EQK5pYv
If you want to publish a video on PeerTube you do need a PeerTube account, but the interaction can be done from Mastodon.

It's similar to most platforms, you can block them, wait a moment, then unblock them.
(Of course if they're someone you never want to see, you can leave the block on permanently if you want.)

Yeah that's what I'd tried, however there was one person I couldn't block then unblock; I believe it's the instance owner.
I guess that's some setting that's upto the instance owner to configure?

Ahhh okay... yeah there might be something deeper at work there then. If it's a problem you can ask your instance admin about it.
